A method is provided herein for regulating the behavior of soils by controlling the ratio and amount of the various ions applied to the soils. The method includes the step of collecting waste water containing between 0.15 % and 90 % by weight of the salts of NaCl, CaCl2, MgCl2 or a combination thereof. The method includes the step of processing contaminated water to produce an effluent of waste water. The method includes the step of applying the effluent of waste water to soil to control the ratio and amount of the various ions in the soils.
