In a radio communication system, where a user, who wants to transmit data, is allocated a certain transmission capacity. It is a general goal to have an efficient resource allocation algorithm. In order to serve as much subscribers of the network as possible, the allocation of the available resources is improved by determining a utilization factor, which is some kind of measure for the exploitation of the transmission capacity allocated to a user. This is done by analysing the communication activities of the user by monitoring for example directly the radio link between the user's terminal and the corresponding basestation with a monitoring device. The monitoring of the communication can also be done in other locations, e.g. by monitoring the communication link between the basestation and the mobile switching centre (MSC) or by directly monitoring one or more of the lower layers of the transmission protocol stack directly within one of the devices being involved in the communication of the user. Then, the allocation of the resources, which is for instance carried out by the MSC, is done depending on this utilization factor. When knowing the utilization factor for a specific user, the resource allocation can be improved by accordingly adjusting or modifying the underlying radio resource allocation algorithm utilized by the MSC.

Dans un système de radiocommunication, un utilisateur (8, 9), souhaitant transmettre des données, reçoit une certaine capacité de transmission. Le but est d'avoir un algorithme d'allocation de ressources efficace. Afin de servir autant d'abonnés au réseau que possible, l'allocation de ressources disponibles est améliorée par la détermination d'un facteur d'utilisation qui est une sorte de mesure de l'exploitation de la capacité de transmission allouée à un utilisateur. A cet effet, on analyse les activités de communication de l'utilisateur (8) en surveillant par exemple directement la liaison radio (10) entre le terminal utilisateurs (8) et la station de base correspondante (4) à l'aide d'un dispositif de surveillance (16.4). On peut également surveiller la communication dans d'autres emplacements (16.1, 16.2, 16.3, 16.5), notamment en surveillant la liaison (7) entre la station de base (4) et le centre de commutation mobile MSC (3) ou en surveillant directement au moins une couche inférieure de la pile de protocole de transmission directement dans un des dispositifs (8, 4, 3, 5, 9) impliqués dans la communication de l'utilisateur. Ensuite, on assure l'allocation de ressources, qui peut être effectuée par exemple par le MSC (3), en fonction du facteur d'utilisation. Lorsque l'on connaît le facteur d'utilisation pour un utilisateur spécifique, on peut améliorer l'allocation de ressources en réglant ou modifiant l'algorithme d'allocation de ressources radio sous-jacent utilisé par le MSC (3).
