The present invention is directed to a lipophilic personal care composition comprising by weight: (a) from about 1% to about 30% of a polyglycerin fatty acid ester having a polyglycerin of 2-20 units and at least one branched fatty acid residue of 8 to 22 carbons; (b) from about 0.01% to about 6% of glycerin, wherein the amount of glycerin is no more than 20% of the polyglycerin fatty acid ester, (c) from about 0.001% to no more than an amount dissolvable in glycerin of a water-soluble skin benefit agent; and (d) a lipophilic carrier which is substantially free of surfactant.
