An operator for controlling pivoting of a window sash relative to a window frame, including a first gear having X teeth and a diameter D between the outer ends of its teeth, the first gear also defining a substan- tially axial central opening. A ring gear is also provided about the first gear and has at least X + 1 teeth. The ring gear teeth have a maximum radial overlap of Ho when meshing with the first gear teeth, and the ring gear has a minimum diameter between the inner peaks of its teeth of D - Ho. An eccentric drive shaft pivotable with respect to both gears ensures engage- ment of the first gear and ring gear teeth on a radial side associated with the eccentric orientation of the drive shaft, with pivoting of such drive shaft causing pivoting of the gears relative to one another.. The first gear is either secured relative to the window frame or drivably connected to the sash, and the ring gear is linked to the window sash.
