ABSTRACT OF THE DISCLOSURE A steel making process with an oxygen top blown converter is provided wherein oxygen is blown in through a lance and wherein the hot spot formed by blowing is moved during blowing; the improvement resides in maintaining the inclination angle (.theta.) of the lance from the supporting point of an upper portion thereof within the range of 0<.theta. ? 15° to the vertical normal axis, and maintaining the number of rotations of the lance (?) within the range of 0<? ?15 rpm; in this way delay in the slagging reaction can be reduced and uneven distribution of dissolved lime is avoided; the re- action progresses efficiently and decarburization, dephos- phorization and desulphurization efficiencies are improved.
