Adhere a composite facer to at least one, preferably both, primary surfaces of a foam panel or board to impart a combination of enhanced strength and long term thermal resistance to an insulating foam board. The composite facer includes a foam contact layer that provides strength, low elongation and abuse resistance and a barrier layer with low oxygen permeability.
