Upon receiving a memory reserving request from a user program, a block reserving element searches a released memory block that satisfies a requested size by following an upward list or a downward list. If such a released memory block is found out, a requested memory block is reserved so as to be sided on a lower address side or a higher address side among the released memory blocks, and the reserved block is removed from the list to change a link of the list. A block releasing element releases the reserved memory block of an address specified from the user program, and the newly released memory block and a released memory block adjacent to the newly released memory block are combined together into one released memory block to change a link of the list.
