A cistern (8) comprising a cistern tank (10), an overflow tube (16) and a cap (28). The cistern tank (10) has a predetermined maximum fill water level (14). The overflow tube (16) has an inlet (18), above the predetermined maximum water fill level (14), and an outlet (20). The cap (28) has a lowermost edge (30) spaced horizontally outwardly and vertically upwardly from the overflow tube inlet (18).
