The object of the present invention is to make possible the realization of high security by generating a multi-stage encryption key in using fingerprint data and a comparison program. At the transmitter, a first encryption key is generated according to a correlation determination between fingerprint images from a fingerprint scanner 111 and initially registered fingerprint data, thereby encrypting and transmitting a message from the input/output apparatus 113, and at the receiving side, searching the initially registered characteristics that are registered in advance by the user, generating a second encryption key according to the results of the comparison to the examined characteristics, decrypting the examined characteristics using this second encryption key, and decrypting the encrypted message using the first encryption key obtained according to the results of comparison of these examined characteristics to the initially registered characteristics.
