Abstract; The fluid or liquid flow control valve is mounted to the exterior or external surface of a section of the pipe that is in tact or not damaged area. The pipe is generally under pressure from the internal fluid. The features of this invention are to reduce danger from work in hazardous conditions and for speed and simplicity in an emergency shut off of liquid flow. The device has an interior boring mechanism that is the foremost edge attached directly to the plug or shut off valve. The device basically drills or bores and then plugs or closes off the hole it has just bored. These procedures occur internally of the invention or device or mechanism and no fluid escapes the pipe at the valve section. The device can be used in a number of different hazardous environments where safety is a factor.
