Method for scheduling information transfer from a base station to a mobile device. To transmit the scheduling unit (306) efficiently, the information can be broken down into manageable units (908). The broken down units can be organized into groupings (910) that enable the units to be sent as a function of available resources. Transmission can continue until a mobile device receives the scheduling unit, where re-organization can occur for a subsequent transmission.
