An open-architecture system and method of posting and paying invoices via the Internet permits multiple billers and multiple customers to use the system without requiring that customers be subscribers. A billing/payments facilitator establishes and maintains an interactive website that interacts with a database including selected particulars of individual billers and individual customers. For each invoice, the facilitator receives suitable billing data from a biller and posts the billing data on the website for access by the customer identified in the invoice. The facilitator notifies the customer that an invoice has been posted and provides the customer with a bill identification code. The facilitator displays the posted invoice to the customer upon receipt of such customer's bill identification code. The customer while on-line may authorize payment of the invoice by any approved electronic payment method. The facilitator may deduct a transaction fee from the amount, the balance of which is passed on to the biller.
