A catalyst ink for use in a fuel cell includes water, particles of a fluorocarbon polymer with a particle size of about 1 micron to about 12 microns, and a catalytic material. The ink may be applied to a substrate to form an electrode (110, 120), or bonded with other electrode layers to form a membrane electrode assembly (140).
