A 1,8-naphthyridine derivative represented by general formula (I), and salt, hydrate and solvate thereof: the compound inhibits type IV phosphodiesterases and is useful as a preventive or remedy for respiratory diseases, inflammatory diseases, systemic or local joint diseases, proliferative diseases, inflammations accompanying organ transplantation, diseases associated with urination, and diseases wherein tumor necrosis factors (TNF) and other cytokines, such as IL-1 or IL-2, participate.
