The details of an apparatus and method are disclosed for ensuring that a traffic volume measurement message does not have a validity of CELL_DCH when the user equipment in a UMTS communications system is in CELL_FACH state. The validity is set to other than CELL_DCH at a UTRAN or the UE rejects a message having a validity of CELL_~DCH when the UE is in CELL_FACH state.

La présente invention concerne les détails d'un appareil et d'un procédé qui assurent qu'un message de mesure du volume du trafic n'a pas une validité CELL_DCH lorsque l'installation d'un utilisateur (IU), dans un système UMTS, est à l'état CELL_FACH. La validité est établie comme différente de CELL_DCH au niveau d'un réseau d'accès aux radiocommunications terrestres du système UMTS (UTRAN) ou bien l'installation d'utilisateur rejette un message ayant une validité CELL_DCH lorsque l'IU est à l'état CELL_FACH.
