The teething gel system (150) includes a teether (152) with a chewing portion (160) defining a plurality of depressions (162) for holding gel. A gel spreader (154) is provided for movement across the teether (152) so that gel is deposited into the depressions (162). The gel spreader (154) includes a housing (170) sized to receive the ampule (22). A cutter (136) is disposed in the housing (122) and is adapted to burst the ampule (22) when the ampule (22) is inserted into the housing (122). The ampule (22) includes an inner sleeve (82) formed of rigid material and an outer sleeve (84) formed of frangible material.
