Disclosed are a polyaddition compound which contains a urea group and a uretdione group and which has free or partially or totally blocked isocyanate groups, a process for its preparation and a polyurethane powder coating composition prepared from the compound for forming a matte surface, the compound having the formula I: (see formula I) (wherein: Y is -NCO or -NH-CO-B; B is -NHR4, -NR4R5 or -OR4; R is a divalent group of the formula (see formula II) n is an integer from 1 to 20; R1 is a group of the formula mentioned above for R or is a linear, branched or cyclic alkylene or phenylene radical having 2 - 16 carbon atoms; R2 and R3, at each occurrence, are each independently H, R4 or a group of the formula: (see formula III) ; and R4 and R5 are identical or different hydrocarbon radicals having 1 - 14 carbon atoms; where the portion (see formula IV) is derived from a diamine mixture of 1 - 60 mol % a diprimary diamine, 1 - 98 mol % a primary/secondary diamine and 1 - 98 mol % a disecondary diamine.
