L'invention concerne une composition cosmétique pour les yeux, non moussante et utilisable pour l'élimination des maquillages du type "waterproof" et "non waterproof". Cette composition est caractérisée par le fait qu'elle est constituée de deux phases distinctes, une phase inférieure ou phase aqueuse contenant au moins un agent tensio-actif et une phase supérieure ou phase huileuse comprenant au moins une huile cosmétique, le rapport pondéral entre la phase inférieure et la phase supérieure étant compris entre 30/70 et 60/40 et la concentration en agent tensio-actif étant comprise entre 0,1 et 3% en poids par rapport au poids total de la composition.
