A system and method are provided for autonomic optimization of physical and virtual resource use in a data center. The data center may include a multitude of heterogeneous servers that are grouped to fulfil different objectives. According to one aspect of the invention, a logic engine automatically "right-sizes" physical and virtual resources in a data center and matches them with the most appropriate software applications. According to another aspect of the invention, physical to virtual conversion of resources is generalised and extended to encompass full operating system (OS) portability and operates identically whether the source is a virtual machine, a physical machine an image or some other operating system embodiment. According to another aspect of the invention, a system is provided for hosting a distributed runtime environment for the control and management of network devices and services.
