A small-shank cutting tool (10), the tool shank (14) defining a square cross section having a width (A) of either 7 mm or 8 mm, and a tool recess (16) at one end of the shank (14). A rhomboidal-shaped insert (12) is seated within the recess (16), a substantial portion of two sides (28, 30) of the insert (12) extending beyond the end of the shank (14) and forming a cutting tip (32) for cutting a workpiece. The insert (12) defines an inscribed circle (IC) having a diameter less than approximately 6 mm, and a fastener aperture (34) extending through the approximate center of the inscribed circle (IC) defining a diameter (E) less than that of the inscribed circle (IC). A threaded fastener (36) fixedly attaches the insert (12) to the shank (14). The fastener (36) is preferably a counter-sunk torque screw, and defines a maximum head diameter (E) less than approximately 70 % of the diameter of the inscribed circle (IC) in order to maintain sufficient structural integrity of the insert (12).
