A road building composition includes a mixture of aggregate and cement, lignosulfonate, asphaltic emulsion, and a residue of moisture. The cement is, preferably, between 1% and 3% of the aggregate and cement mixture by weight. The composition, as described, has greatly enhanced water resistance.
