A power line communications system has a power distribution system including at least one transmission line for distributing power to consumers, a headend communications device connected to the transmission line, and a plurality of distributed customer premise devices connected to the transmission line. The power distribution system serves as a communications bus to permit communication over the power distribution system between any of said customer premise devices and said headend device. The connections are preferably established as virtual connections in an ATM network.
