A dental fluoride rinse system comprising two different dental rinse compositions, typically maintained in separate vessels until the time that they are mixed with an appropriate solvent such as water. The first dental composition provides a non- stannous fluoride ion source and a phosphate ion source that has a pH of about 3.75 + or - 0.75 when mixed with water. The second dry composition provides stannous fluoride and can be used by the user in combination with the initial composition so that the patient gets two different kinds of fluoride administered to the oral cavity in a short time period. In a significant advantage of the present system, the stannous fluoride can be mixed with water by the user.
