The rooting panel has an asphalt layer on its top or exposed surface, a second layer of fireproof mineral fibreboard and a third layer of thermal insulation material such as rigid foam insulation. The panel has shiplap edges. The roofing panel has circular cavities extending through the top layer, through the mineral fibreboard layer and halfway through the insulation material. In use, the cavities are filled with plugs having the same layer arrangement as the cavities. The cavities and the plugs are used to conceal fasteners retaining the panel to a roof structure.
