A system 10 and method for detecting and avoiding attempts at taking the same survey by the same respondent. A re-spondent is assigned a Global unique identifier (GUID) 24 and the encrypted global identifier is inserted in a "cookie" 29 stored on the user's computer 12. Each time a respondent attempts to take a survey, a respondent is identified us-ing a mechanism such as e-mail, computer identifier or the like 16 and a Survey Manage-ment system 22 checks to see if this respon-dent should have a global identifier 24 encod-ed in a cookie 29. Based on this review, the Survey Management system 22 can determine whether or not this particular user, whether using different computer systems or under differ-ent user accounts has previously taken the sur-vey.
