This invention provides an adhesion promoter composition, comprising: a primer composition comprising an oxidant having an oxidation potential greater than the absolute value of the E° reductant of the adherend and optionally a solvent; and an adhesive composition. This invention also provides a method of adhering a restorative material to an amalgam substrate, comprising the steps of: applying a primer composition and an adhesive to an amalgam substrate; hardening the adhesive; and optionally overcoating the adhesive with a restorative material. These methods and materials have utility for applications that require adhesion to existing dental amalgams including, for example, the esthetic veneering of an amalgam restorative with a composite restorative material, and the repair or modification of old amalgam restorations with a fresh amalgam or with a composite restorative material.
