2076655 9114071 PCTABS00007 The venetian blind (10) which has a headrail (20) secured to a window frame (11) by brackets (17), a series of slats (25a-25q) supported by slat ladders (45), and a bottom rail (26) includes a longitudinal resilient bumper (30) positioned in a bottom longitudinal slat of the bottom rail (26) and extending from the bottom of the rail (26). Resilient end caps (27) close the rail ends and together with the bumper (30), seal the bottom rail (26) from light transmission. The headrail (20) with resilient end pieces (23) has spaced tangs (22, 52) extending from a horizontal bottom wall forming an inverted U-shaped open compartment (50). This compartment (50) receives the top portion of the uppermost blind slat (25a) in a slat's tilted closed position to block out light transmission and sight lines under the headrail (10). A resilient sleeve (42) is placed over the tilt wand-to-tilt operator connection (41) to prevent wobbling and rattling of the wand (40, 43).
