Personal care compositions are provided that include an aqueous base composition and a volatile post foaming agent mixed with the base composition. The base composition comprises a lipophilic skin conditioning agent, a structuring agent, and a water soluble or water dispersible surface active agent. The personal care composition is used as skin shaving, cleansing and moisturizing agent.
