A delivery system for an herbal treatment composition includes a laminate made from two outer layers and a dry herbal composition contained there-between. The laminate may also preferably include an adhesive web to bind the outer layer together. In use, the laminate is wetted and applied to the skin whereby a perfusion of the herbal composition is absorbed into the skin. In one embodiment the laminate is in the form of wipes or wraps. In another embodiment, the laminate is formed into a contoured mask for facial applications.
