A toilet liner for low water volume toilets includes a biodegradable flexible base and biodegradable pleated collar. The base, which may be perforated, is shaped to lie flush against an interior surface of the low water volume toilet corresponding to a flushing aperture of the low water volume toilet. The pleated collar is mounted or formed contiguously around the base and the pleated collar is formed so as to have generally vertically extending pleats in the collar, extending between the base and an upper inclined circumferential edge of the collar, inclined between a lower front edge of the inclined circumferential edge and an elevated rear edge of the inclined circumferential edge, elevated above the lower front edge, the collar flared upwardly from, and radially outwardly of, the base.
