ABSTRACT A process for making a monolithic active agent delivery device com- prising a shaped body of a dispersion of particle active agent, such as a drug, in a polymer matrix, such as ethylene/vinylacetate copolymer, in which the particulate agent is removed, such as by water washing, from the exterior surface of the body to form an agent depleted layer of polymer matrix voided by the removal of the agent, the thickness of the layer being at least 3% of the overall body thickness. Such removal reduces the initial burst of active agent from the device when the device is placed in the environment of use.
