A first tubular member (30) is rigidly connected to a load engaging implement (18) and a second tubular member (72) is disposed in and retained in the first tubular member (30). The second tubular member (72) is connected to a fluid operated jack (16). The second tubular member (72) is rotatable in the first tubular member (30) and maintains a cylinder housing (12) and rod (14) of the fluid operated jack (16) for relative rotation. A fastener (86) pivotally connects the fluid operated jack (16) to the second tubular housing (72) and a fixed member (20) mounted on a load supporting body (22).
