ABSTRACT OF THE DISCLOSURE A seatbelt retractor comprises a frame having a pair of opposite side plates, a reel shaft extending between the side plates, an operating mechanism connected to the reel shaft and attached to the outer surface of the side plate, and a cap-like cover surrounding the operating mechanism. A flexible member is received in and extends along an open end of the cap-like cover and is in close contact with the outer surface of the side plate.
