The invention concerns novel 3-amino-1-cyanophenol uracils of formula (I), in which R1 stands for hydrogen or in each case optionally substituted alkyl, alkenyl, alkinyl, cycloalkyl, cycloalkylalkyl, aryl, arylalkyl, heterocyclyl or heterocyclylalkyl, R2 stands for hydrogen, cyano or halogen, R3 stands for hydrogen, halogen or optionally substituted alkyl, and R4 stands for optionally substituted alkyl. The invention further concerns a process for preparing these substances and their use as herbicides.
