A first step involves deploying at least one temporary cellular telephone communications tower in the area of the disaster to reestablish cellular telephone communications. A second step involves deploying at least one vehicle equipped with a bank of cellular telephone recharging units powered by a portable generator and providing a cellular telephone recharging service to enable residents in the area to use the bank of cellular telephone recharging units to recharge their cellular telephones so that they can take advantage of the reestablished cellular telephone communications.
