Le dispositif comprend un moyen de pompage (10) pour faire sortir d'un récipient (R) un liquide avec un agent moussant. L'extrémité du récipient (R) munie du moyen de pompage (10) est fermée par une tête (5) ayant un fond (7) situé en retrait de l'extrémité d'un manchon central (8) portant le moyen de pompage et délimitant, en partie, ladite chambre annulaire (13) tandis que le bouton-poussoir (14) comporte, à sa base, une collerette (17) propre à fermer la chambre annulaire (13) et à y comprimer l'air.
