Aqueous binding agents which are based on at least one phenol resin, at least one aromatic dinitroso compound and a polyvinyl alcohol, in addition to adhesion-promoting metal oxides and pigments, are suitable for use as single- layer aqueous rubber-metal binding agents for creating permanent rubber-metal bonds. These binding agents are essentially free of organic solvents and halogen compounds and allow single-layer application without an additional, advance application of a primer.
