A device according to the invention can be inserted into a plastic garbage bag and be expanded to the circumference of the bag projecting out higher than the bag height. The expanded device then supports the bag in an open, upright position due to expanded pressure and static allowing refuse to be put in. Once the bag is full, the device can be grasped and slid out with ease, allowing the bag to be fastened closed and disposed of. Not only will it support the bag but it will provide a barrier between refuse inserted and the bag to protect it from damage. The device may be made of a type of flexible sheet plastic that can be rolled up into a tube, inserted into the bag and expanded, it can be stored rolled with a fastening device or open (flat).
