A sampling of the signal bits is made at a rate that is a multiple of the known transmission rate and a predetermined selection relationship is applied to make unnecessary the provisions of receiver synchronization apparatus responsive to the transmission rate control clock. This selection relationship involves summing the values of an odd plurality of sample points during a bit period and comparing this sum to a predetermined number to determine the binary value of the bit.
