An improved environmentally compatible float consists of a tire body, containing a closed cell rigid plastic foam billet shaped to conform to interior of the tire body, with disks of pressure treated plywood sealing the openings, held in place by through bolts. The tire is prepared to receive the billet by removing one bead and stretching the adjacent side wall into a cylinder, and relaxing the side wall after the billet is in place.
