An apparatus for horizontally aligning or leveling the pairs of holes of a pipe flange that is to be fixed to a pipe or fittings. Alignment is made by two pins protruding through respective holes and a compression pin to the outside radius of the flange. A level is set in alignment with the pins through the holes and the flange can be rotated, leveling holes in the frame.
