An apparatus including, a handle having a first end and a second end; an actuator attached to the handle; a tool plate for receiving a tool; a connector attached to the second end of the handle for pivotally connecting the handle to the tool plate; a hydraulic hose; and a hydraulically actuated brake assembly which is in communication with the actuator by the hydraulic hose. The brake assembly is operable to releasably hold the tool plate at a position relative to the connector and the handle on operation of the actuator.
