A method is set forth for service allocation among a plurality of entities in a communications or computing environment based on a principle of guaranteed service rather than specific sale. Entities are provided with economic utility in amounts in proportion to their priority or importance by a dynamic ranking mechanism. Rather than allocating a "quantity" of utility to obtain resources, the present invention uses utility to allocate the "possibility of failure due to lack of resources". Thus, an entity purchases guarantees of service but these guarantees can be withdrawn if another entity is willing to pay more. Consequently the present invention makes any amount of resource available to an entity, up to a set resource maximum, if the entity has enough importance.
