The Invention relates to Agriculture in general, and, to the means and devices for pre-sowing seed treatment. In the mentioned above Invention, not less than 5 % of seed is exposed to rotating polarized incoherent light in the bandwidth of 630.0 to 680.0 nm, and monochromatic polarized coherent light in the wavelength range from 630.0 to 640.0 with an electric vector variability and phase change of 0 to 180 °. The treated seed is then mixed with the non-treated seed. The treated seed actively absorbs light quanta and becomes highly exited, starting to radiate light quanta in the bandwidth of 210 to 660 nm, with the energy 2 to 4 times exceeding the energy of absorbed quanta. After the mixing of the treated and non-treated seed, the biological luminescence of the treated seed creates a phenomenon of bioenergetic seed interaction, thus forming stable bioenergetic structures, bearing higher volumes of free energy. Such treatment is characterized by high quality treatment results and lowered costs of the treatment itself. The treatment device consists of sources of incoherent polarized light, positioned spiral-like as to the seed flow, and a unit combining a source of monochromatic polarized coherent light with a scanning mechanism with mirrors equipped with at least two semilucent reflecting layers, positioned one behind the other.
