The present invention is directed to enable a salt concentration measuring process to be executed even in the case where a road surface is dry. A salt concentration sensor (2) is mounted in a position on the rear side of a front wheel (104) of a chemical scattering vehicle (100) in a state where a detection surface (22a) faces the front wheel (104), and a water spreader (3) is mounted on the front side of the front wheel (104). The salt concentration sensor (2) guides light from an inner light source to the detection surface (22a), makes the light totally reflected by the border between the detection surface (22a) and the outside, receives the total reflection light, and generates measurement data indicative of salt concentration in the water adhered to the detection surface (22a). The controller (4) captures the measurement data of the salt concentration sensor (2) while discharging a predetermined amount of water by driving the water spreader (3), and measures salt concentration. Further, the controller (4) determines a scatter amount of an anti-freezing agent on the basis of the measurement value of salt concentration.
