ABSTRACT OF THE DISCLOSURE A control transistor is connected between a base and an emitter of a switching transistor for by-passing a base current of the switching transistor. In a transitional period immediately after application of an input voltage, a time-constant circuit, which is connected to a base of the control transistor through a diode, supplies the base of the control transistor with a voltage lower than the output voltage. Therefore, the control transistor is turned ON immediately after the application of the input voltage to by-pass the base current of the switching transistor, whereby the switching transistor is forced to be turned OFF. The switching transistor is turned ON again by self- excitation and then is at once made to be turned OFF again by the effect of the time-constant circuit. Such operation is repeated until the voltage at the output point is increas- ed as large as a predetermined voltage value.
