A single unit, stiff and strong plastic molded wheel spacer (20) for a reinforcement rod (30) used in con- crete is split into two sections (34, 36) connected by an integral hinge (26) at one end and fastened together by a ratchet assembly (84) at the other end. The rod is gripped at the cen- ter of the wheel by a pair of saddles (42, 44), one on each section. A fin- ger (76) attached to one of the sections between the saddle and hinge prevents the rod from moving past the saddle to the hinge.
