This invention comprises a mechanical process utilizing a composition of matter (O311% + H2O250% + UV254NM) and water to detoxify, oxidize and sterilize, solids, liquids and gases. The toxic substance is fed into the sterilizer (5.) where it is mechanically scrubbed and washed with the composition of matter and water as well as being radiated with 1110 watts of ultraviolet rays (4.) in the 254 NM light range. This timed exposure in the sterilizer (5.) renders the toxic substances harmless and detoxified, with the only by-product being oxygen.
