A device for securing a tarpaulin or winter cover to the deck of an in-ground swimming pool being a water reservoir. The reservoir is comprised of a bottom and sloping walls such that the water it contains cannot damage the reservoir when the contained water freezes. The reservoir when filled with water provides sufficient weight to the cover on which it sits that wind and winter storms cannot lift the edges of the cover and deposit debris into the water of the swimming pool. Located on either end of the container and extending out from the top edge are conical shaped connectors that interlock and allow the reservoirs, when placed end to end, to be connected to the adjoining one. The conical shaped connectors allow the interlocking reservoirs to pivot about the axis of the connecting device.
